When a payment fails on your account and the grace period has passed, a fee is added to that payment. No fee will be incurred if you resolve the payment within a given grace period*. If not resolved within the grace period, the fee will be added to the payment that initially failed and cannot be waived.
If you have a failed payment, no new purchases are authorized until the order associated with the failed payment is paid in full. You can find more information about failed payments here.
